Abstract


This Thesis seeks to find answers to the problem of the place of culture in the conduct of the People’s Republic of China’s foreign policy. The Characteristics and issues of cultural diplomacy of the People’s Republic of China towards the Congo are hereby presented. Congo-Brazzaville being a Franco-phone country, the presence of France has been firmly established for more than half a century. Opting for the Soft Power Beijing intends to better its image, vis-a-vis the French domination in the Congo, and earn more trust in order to establish global influence in this country and in Central Africa in general. Thus, beyond the Confucius Institute and its annexes, the People’s Republic of China depending a lot on its public media, should also look into the possibility of exploring the area of its traditional medicine.The Confucius Institute contributes through the teaching of mandarin to the cultural influence of China in Central Africa and in Congo, while it is one of the important supports of the cultural policy of China on the African continent.Since the establishment of diplomatic relations between the People’s Republic of the Congo and the Republic of China on22February1964, cultural exchanges are still considered as a means of consolidation and development of the friendship between the two peoples.The Forum on China-Africa cooperation is a major strategic initiative for the pragmatic cooperation between China and Africa in all fields. Established in Beijing in October2000, it has made the culture not only a fundamental element of China’s African policy, but also an essential factor in the Sino-African partnership.
