Abstract


The party congress put forward "The urban and rural community construction become management and orderly, and perfect service, civilization and peaceful society life community" goal request, along with the reform and opening-up and socialist development of market economy, social economic composition, organization form, distribution of interests and employment way, becoming more diverse, the social structure of the city is undergoing profound changes. Community has a more prominent role in strengthen the city management, service life of citizens, promoting social progress, and so on. How to effectively strengthen urban grassroots community construction management, explore the community advanced management pattern, become the urgent problems social management.At present the urban community management mode to roughly two:the government generated management mode and social generated management mode. And our country the reality of community management often follow, is that the two types of theory model of the organic integration. The government as unified leadership, according to "separated between the government and enterprise, the government and the community and also separated between discussion and action" the basic principle, plays various community subject division and cooperation, coordination build role. This comprehensive community management theory all-encompassing, principled strong, and community management practice special requirement maneuverability, the inevitable requirement more close to the community management practice, the more effectively direct the community management practice community management intermediary mode production.This paper aims at to domestic and international community management theory with practice and reform of the latest comprehensive grasp of the dynamic system, based on the community management mode of FuZhou city through case studies, to the city community management problems were analyzed. Combining with the results of other researchers, puts forward "strong government, strong society" city community management model that more close to the community management practice, and puts forward the possibility of introducing the market competition. In the urban community management mode trying to research on the tentative exploration, for the city community management to provide a path selection in FuZhou, strive to build new community management mode on contribute.
