The International Division of Labor is more widely,the relationship among countriesbecomes more important, the intersection of the interests among them is more andmore. International trade has been to get rid of that everyone is rational but all isirrational, with the establishment of the multilateral trading system, win-win is themost important thinking of the game and it is the basis of the multilateral tradingsystem. In this system, the total interest is growing, but how to distribute the growinginterest is uncertain factor. In this process, there are lots of games.Relative to the normal game, the international trade game is a two-level game,including the international game and the domestic game. The interaction between thetwo games is very important; the international trade policy is the equilibrium betweenthem. The article emphasizes that in the multilateral trading system, the gameemphasizes a win-win, any country who attempts an unfair way to resolve the conflict,will leading to the result is lose-lose.In this paper, we introduce China’s accession to GATT&WTO negotiation betweenChina and America, and analyze the reason of each country making every decision inthe two stages. The time of China’s GATT&WTO negotiation is the longest in theworld, the negotiation between China and America is the most important, whichincludes lots of distribute in the negotiation. In the game, the strategy has changedwith the environment. In addition to economic factors, political factors andunexpected events have a material impact on the game of both sides. Compared withpure business negotiation or diplomatic negotiation, China’s accession to GATT&WTO negotiation between China and America is a two-level economic and diplomaticnegotiation which involves in home and abroad.
