At present,the old-age security has gradually become a global problem.Along with economic development and social progress, China’s rural social insurance system have been set up by experienced some periods of development and evolution. Since the beginning of1980s,our government has been trying to establish the rural social endowment. However,due to the defects of the system design and other reasons without obvious improvement,the system was unsustainable ultimately. In the latter half of the year2009the new-pattern rural endowment insurance system in national level began to pilot formally. Our government has piloted in lage-scale,In Jiangxi province,there are77counties of99counties has piloted and made remarkable progress. Under such circumstance,based on reading many papers and make related theory analysis,this paper does empirical research on the participation rate of the new-pattern rural social endowment insuirance,and put forward some suggestions to improve and spread the policy in Jiangxi province and all of country.On the basis of knowing the background of the new-pattern rural social endowment insurance system in Jiangxi province and surveying the insurance status in Yushui, Yongxiu, Chongren and Xinjian,this paper does empirical research on the factors of on farmers’ participation rate through the willings and payment capacity of farmers.This paper selects four counties in Jiangxi province as investigative area, obtains185samples by questionnaire design and date collecting,utilizes SPSS18.0,and uses the descriptive statistical analysis,factor analysis,reliability binary logistic regression analysis and discriminant analysis. The analytical results show,there are seven factors impacting the willings of farmers significantly:Age of farmers, the number of elder in the family, the family capacity of elder security,the degree of understanding the related policy, the basic pension,the attitude of the family members and the government subsidies;and there are four factors having significant relationship with the payment capacity of the new-pattern rural endowment insurance:the family annual average income, the monthly cost of living,the family annual cash surplus and the family general economic situation.At last, based on those result,this paper put forward some suggestions to raise the paticipation rate,to improve and perfect the new-pattern rural social endowment insurance system.
