It has become the broad consensus for regions that Industry-University-Research (I-U-R)cooperation can promote vigorously economic development of regions. But being in this newera of building the innovation-oriented and low-carbon-based society, facing the phenomenonof energy shortages, serious pollution and waste of resources, regions desperately need rely onhigh-level and high-quality I-U-R cooperation to achieve low-carbon development. They needto further excavate the breadth and the depth of I-U-R cooperation. However, only having aclear grasp and a deep understanding of regional I-U-R cooperation in the era of low-carboneconomy, the high level I-U-R cooperation can be built. Therefore, it is necessary to evaluatethe regional I-U-R cooperation innovation performance based on low-carbon and researchthoroughly its effect mechanism, which can provide the basis of decision-making for relatedsubjects, to promote regional innovation level and low carbon development.This research, firstly, defined the concept of regional I-U-R cooperation based onlow-carbon, analyzed the main subjects of innovation and main factors of innovationenvironment involved in I-U-R cooperation. And on this basis, built a conceptual model ofregional I-U-R cooperation innovation based on low carbon, which notes that I-U-Rcooperation is an input-output process in which multiple principals participate. Secondly, itestablished the performance evaluation index system of the regional I-U-R cooperationinnovation based on low-carbon, and made static and dynamic analysis of I-U-R cooperationinnovation of30provinces, municipalities and autonomous regions by the methods ofSE-SBM model and Malmquist Index. Thirdly, on the basis of previous research, it built thesystem dynamics model of regional I-U-R cooperation innovation based on low-carbon andconducted the policy simulation by Vensim software, then to explore the impact mechanism ofregional I-U-R cooperation innovation performance based on low-carbon. Lastly, the paperpresented reasonable and feasible recommendations according to conclusions. The findings are as follows:(1) In terms of innovation performance evaluation, theperformance of I-U-R cooperation innovation is not optimistic for most regions in thelow-carbon economy, nearly two-thirds regions are in non-DEA effective state which meansnot to optimize the distribution of innovative resources. Technical efficiency index does notplay a key role in the TFP for most areas.(2) Increasing government investment in scienceand technology, improving the structural government input can promote the amount of patentgranted and the new product sales revenue; adjusting profit distribution ratio betweenenterprise and university or research has a less obvious impact on amount of patent granted;enhancing the scientific and technical payoffs conversion rate can improve the new productsales revenue; raising the level of technology can be able to reduce the carbon emissions.Meanwhile, targeted countermeasures are proposed for government, enterprises, universitiesand research institutions respectively based on the findings.
