Abstract


Singapore has achieved modernization and made great miracle of economic in less than 30 years after independence from Malaysia. Singapore’s economy has achieved great success, which is thought very good by most countries, but it’s politics usually sufferes challenging, especially the west governments and scholars think that it is a autocratic country. Whether has Singapore established a democratic system after founding? Which factors affect Singapore democratic system? As time goes by, what change has happened in the politics of Singapore? Now where is the Singapore position between the democracy and authority. Those problems are worth researching by us.This paper studies the democratic model of Singapore from the political culture, the party politics and the work of the government by the methods of branche and generation. The special geographical position, the colonial history and the society of immigrants,that makes Singapore contain east and west culture and shape an unique culture. The culture of west plays an important role in building up the democratic model for Singapore. The Confucianism of eastern culture adds the virtue and benevolence culture for Singapore, and provides the ideological basis for authority. Singapore is a system including more than 20 parties, that get power through the election, and this is a sign of democracy. But in practice, People’s action party is in power, and the opposition is difficult to get the seat of congress through the election and can not play an important role in political life. But historically, both People’s action party and other parties have played a role for the formation and development of the democratic of Singapore. Since independence, Singapore has undergone three generations of the government. Though three generations of the governments are all People’s action party’s government and in the process of formulating specific policies they all think of the Interests of the People’s action party, they make their respective to the people’s democracy demand and make the relevant law and policy by the pragmatic administrative philosophy.In the base of the research on the political culture ,the party politics and the work of the government by the method of genealogy, learning from indicators of the democracy model of the American freedom house, this paper analyzes the program of the election , political pluralism and political participation, government operation, the freedom of express and faith, the freedom of association and organizing, The rule of law and individual rights , and defines the precise location of the democracy model of Singapore in the spectrum, and thinkes Singapore is an authoritarian democratic country.
