Abstract

The quality of public policy related to the well-being of the people, the country's prosperity, and social progress. Policy Science and Public Policy Research flourished and developed, the state and society to provide strong intellectual support and academic support for high-quality public policy. The impact of the wave of the 21st century, information technology as well as the acceleration of the process of global economic integration are many new issues for the modern public policy decision-making, at the same time, the increasing complexity of the decision-making environment is also proposed to decision-makers and their decision-making more high demand. The formulation of public policy is the decisive phase of the political process. The possibility of establishing a scientific and reflect the interests of all parties, public policy is generally accepted by the community, is the basic problems faced by all modern government, the key to its political legitimacy. In this context, this paper first public policy and decision-making theory and its connotation of a systematic review and summarize; and then focus on the simulation technology, visualization technology and group decision-making theory three aspects of the decision-making theater in public policy making impact in the field to analyze, build a flowchart of the operation of the Decision Theater, this new decision-making tools aimed at Decision Theater to give a full understanding of the depth of this article lay the theoretical foundation. Then, a detailed analysis of the basic concepts of the Decision Theater, basic structure, applications and content analysis of the working mechanism of the Decision Theater, its interactivity, immersion and ideas of the three features for simulation, visualization techniques, a concrete manifestation of the group decision theory and the theory of cognitive psychology in the decision-making theater made a systematic exposition and analysis, intended to illustrate the Decision Theater is to improve the effectiveness of public policy, the accuracy of forward-looking, democratic scientific tools. Finally, the combination of water resources in Arizona case simulation, in accordance with the the Decision Theater workflow order, the case of research and analysis, and then combined with the current status of the public policy decision-making in China, to explore the use of advanced decision-making tools in the Decision Theater and Democracy advantage of profound significance, and the public policy decision-making process and optimization of scientific proposed future outlook, which provide a theoretical basis for the rapid development of the Chinese government public policy process and policy basis.
