Abstract


Infrastructure is the core content of social and economic development. Urban infrastructure property relations are clear and attention, but from the existing literature that property right relations, rural infrastructure is not clear, no systematic research, this is the starting point of the study.This research aims:through the study of rural infrastructure management and property right relations, discusses the history of different types of rural infrastructure facilities to influence the running property management, the relevant subject in infrastructure in the operation and management decision-making rights and behavior, combined with case studies, demonstrate our rural infrastructure property relationship has been from the founding of the fuzzy property relations, And the fuzzy property relationships restrict the rural infrastructure management efficiency, for the government in rural infrastructure construction of property right relation provides theory basis. The article is divided into six parts, the main contents stated as follows:One:the study content of research foundation to the rural reform, rural reform to new countryside construction and the construction of new countryside after the three stages of rural infrastructure property relations and management.Two:study different types of rural infrastructure of property management, operation affect how facilities, village collective and individual government in rural infrastructure, property management and operation of decision-making behavior. Three:a case study research contents of rural infrastructure, property management and low efficiency of fuzzy relations.This research conclusion is:before the founding of new rural construction, the rural infrastructure property relations is fuzzy, this situation is due to political environment and supply shortage causes ignored; etc. After the new rural construction, top-down, take the market as the guidance of rural infrastructure property relations reform is not comprehensive, not deep, still not perfect property relations in rural infrastructure is low efficiency management, one of the important reasons.
