Abstract


The project of returning the grain plots to forestry is a significant measure of the state in solving soil erosion and desertification of land and other ecological environmental problems. The project is promoted by the government with the direct participation of the farmers who are the main body. From the point of view of economics, financial subsidies is the core for preserving the achievement of returning land for farming to forestry and it is related to the realization of the farmers’ interests. State financial indemnity is directly related to the farmers’ action in this project, while the farmers’ action is directly related to the consolidation of the achievement in returning the grain plots to forestry. So the problem of financial indemnity should be paid great attention to in the study of the influence of the policy of returning grain plots to forestry and making the substantial policies. Based on the ecological environment and actual economic condition of Guizhou Province, and referring to the numerous documents of Guizhou Province in returning the grain plots to forestry, the necessity of the subsidies in returning the grain plots to forestry is discussed as viewed from welfare economics and game theory in the study and then my means of settlement are brought forward combining with the existing problems in the returning the grain plots to forestry of Guizhou Province. At the end of the study, the subsidy standard and time limit of returning the grain plots to forestry in Guizhou Province is forecasted with the formula of final value and present value of annuity in finance based on the data of returning the grain plots to forestry and average net income of primary products of Guizhou Province in its statistic yearbook. Firstly, the mean time of the time limit of indemnity for the returning the grain plots to forestry in Guizhou Province is calculated with the method of present value, then the average standard of the subsidies for returning the grain plots to forestry is calculated based on the index. Then it is concluded comparing with the subsidy status of the state
