Abstract

Food safety has emerged as an important global issue with international trade and public health implication. Highly publicized food safety incident affect consumer perceptions, leading to changes of enterprise behavior and the consumers’ confidence in food safety. Experts have never stopped working at solution on how to manage and control the emergence crisis by sound measures.Most crises do not occur suddenly, a crisis can basically consist of three different and distinct stages, which are pre-crisis, crisis response and post-crisis. The heart of the resolution of a crisis is in the preventive efforts the company has initiated at pre-crisis stage. This step is actually the least expensive as well as the most benefit because this is an opportune time to take action that will nullify or make the pre-crisis situation go away, but quite often the most overlooked. Most crises are preventive, so it is particularly important to take precautions to manage it and prevent it from moving into the acute-crisis stage. Effective preventive measures will can improve enterprise competitiveness, promote enterprise innovation, recover the consumers’ confidence and foster a good corporation image.This paper firstly interprets the definition of crisis, crisis preventive management and crisis life cycle in terms of Chinese and foreign relevant theories. Then possible factors resulting in food safety crisis are put forward after analyzing the status quo of food safety. In order to facilitate an effective recognition on crisis, this paper presents some main diagnosis approaches. A company’s perceptions on crises have a profound effect on primary crisis preventive management activities, this paper emphasizes the importance of crisis consciousness. While much of this paper is concerned with discussing crisis preventive measures, which involves building appropriate information inspection system, implementing risk assessment, carrying out inspection at all stages of production, and creating crisis management plan. It goes into detail on selecting and training the crisis management team, preparing crisis communication plans and pre-establishing multi-channel network, some products in the market may inevitably cause serious adverse health consequences or death, if a company handles recalls strategically, it can lessen their negative impact and maybe even reap some benefits.Preventive efforts require preparations before any crisis symptoms set in, and a concrete foundation for strategies that could function to avoid crises. Generally a set of preventive measures help to provide food enterprise a framework that could be used in avoiding crises.
