Abstract


This paper carries out policy research on wetlands protection in China by using basicprinciples of disciplines such as law, economics and policy science, and methods as legalmethod, systematic, sensitive factors and questionnaire. This paper analyzed ecological,economic and social value of wetlands, and poi nted out that wetlands possess extremelyimportant value to protect. After investigating the current state of wetlands in China,considering that China is big wetlands country, yet the damage and despoil exploitationwas serious; therefore need adoption of policies to strengthen protection, and to cultivate itrationally. This paper discussed general theory of wetlands protection and policies,analyzed wetlands protection policies from the perspectives of policy system, policyinstruments, policy implementation and policy evaluation, hold that wetlands protectionrequire accurate division of policy object, reasonable ch oice of policy tools, to strengthenthe implementation of policies and optimize the policy evaluation system; Evaluatedwetlands protection of China, reviewed and summed up China’s current policies ofwetland protection, hold that it has achieved effective results, but need to make moreeffects; analyzed existence of problems on wetland protection policies and its reasons,pointed out that problems such as multi-subject policy, confused policy styles, lack ofunified legal standards, fall short of force on policies propaganda, and reasons such aspublic value of wetlands and wetland ecological character of its own and the multi -subjectpolicy of wetlands were the main causations of protection policy failure. Based on China’swetlands and policy has employed, this paper proposed model of wetlands protectionpolicy, which requires to build the ecosystem of wetlands, take protection fromcomprehensive and multi-level, put forward policy target on wetland management, and toimprove rational development, the policy of eco-system should be based on laws andregulations as the main body to wetland development policies and other relevant policiesas necessary supplement.
