Abstract


Objective: To learn about the status of Urumqi CHS, analysis the existing problems, and in order to provide the basis of the theory to help the agencies to take some corresponding measures. Meanwhile, through the different forms to hold up the main host of CHS and comparative the analysis the target, and to explore the proper mode to get the Urumqi CHS develop. Methods: Take the cluster random sampling method, the questionnaire survey of the 6 administrative areas in Urumqi which have 50 CHS Agencies were conducted. some lead ships, medical workers and residents in CHS were Interviewed. Results:(1) The basis situation: investigation of the CHS were mainly in all people and the state-owned enterprises which are form of transition agency.the institution of the house construction and the numbers of beds accord with the requirement of the country,but the observation beds are not enough.The most center facilities are mainly 10,000yuan;the service station facilities are mainly under 5,000yuan.(2) Health and human resources: 50 Community Health Service Agencies were surveyed by this time and it totally have 1403 workers, the medical cares are at the proportion of 1:1.03; People who surveyed at the age of the year between25 to 49 account for 75.34 % ;The academic structure are mainly in college and the specialist degree, it separately occupies the proportion of 41.46 %-51.57% and the 14.29%-45.66 %, no specialized degree workers accounts for 9.23%-41.48%.(3) The states to payments: The CHS incomes are greater than the expenditure, it mainly in drugs consumer and besides the CHS expenditure the equipments form 2005 to 2007, the other incomes and expenditure are showed on the rise target in every years.(4)The service quantity: the various service quantity offered by community health organizations were on the rise during 2005~2007.(5) The residenter satisfaction: the total satisfaction of the residenter visited doctors on community health organizations was 70%.The aim to visit doctors was transfusion, prescription, injection, diagnoses. The reason why to choice community health was near to their home and cheap .The time that the residenter visited doctors in community health almost was≤10-30minter.(6) Influence factor: the deficiency of the government supply; the competition of other medical organizations; the cognition, attitude, deed of the center or the superior; the cognition, attitude, deed of the worker in the community health organizations.(7) The running model: at present, the existing public medical institutions and the state-owned enterprises institutions in community health angecy which are attached to the madical insititutions, and they are mainly in community health services of public medical institutions which are hold by community health angecy, the clinics are supplement on network forms in the basic unit of the socialization medical health services ,and it also have some certain advantages. Conclusion:To reinforce the hardware apparatus of the community health service organizations, to perfect its basic function, and the funds in the CHS should be increased; the healthy resource should be distributed properly. the training on the CHS staff should be enhanced, the professional competence on the CHS staff should be improved. the policy should be inclined to the CHS; to promote the patient to rationally flow to the community health organizations. To expand the raises funds and the compensation mechanism of the community health service organizations development to perfect and develop the supporting policy, which was crucial to the sustainable development of theCHS.
