Since the 1950s, High technology enterprise has been always maintaining rapid development. Feature as high capital intensive, high technology, high strategic position, high growth rate, high risk, high added value, high permeability, low life cycle and so on determine the strategic significance of high-tech enterprises in knowledge economy era. Cluster strategy, as a kind of industry development mode, has been gradually used by various countries and regions in the world. Enterprises and institutions graduated little by little to a concentrated distribution structure, then grew to innovation cluster with specialized production, management scale, and socialized service, which apparently improve the regional economy and overall competitiveness of high-tech industries. Innovation cluster is a new production mode which takes technology innovation as the soul, it occupies a decisive position in helping high-tech enterprises enhance competitiveness and maintain the original competitive edge. So it is necessary to consider the innovation cluster condition when analysis competitiveness of the high-tech enterprises. As one of the major economical province, the output value of the high-tech industry in Jiangsu province has been greatly increased in these years. As a result, it is meaningful for Jiangsu to estimate the advantage and disadvantage of high-tech enterprises, and analysis how to enhance the competitive edge of high-tech enterprises based on innovation cluster perspective.During the research, the author firstly reviewed the studies of innovation cluster and high-tech enterprise brought up by scholars at home and abroad. Secondly she elaborated the theory of innovation cluster and high-tech enterprise competitiveness, and demonstrated that there is a positive correlation between innovation cluster and high-tech enterprise competitiveness. And then, she constructed the evaluation model for high-tech enterprise competitiveness which should be evaluated in five aspects as technological innovation capability, industrial assemble effect, innovation environment, entrepreneurial capabilities and entrepreneurial growth capabilities based on former-mentioned theory, and then she achieved 26 indicator factors and its weight in program level following by Delphi method and AHP. With the empirical analysis for the high-tech enterprise competitiveness of Jiangsu, she did transverse comparison with Zhejiang and Guangdong province, it came out that the high-tech enterprise competitiveness in Jiangsu is better than Zhejiang, but less competitive than Guangdong. On the conclusion, this paper also discussed the restraining factor which the high-tech enterprises of Jiangsu province encounter now, and proposed the correspondingly strengthening strategies based on innovative cluster.
