Abstract


With the rapid development of economy and international trade, the importance of marine transportation stands out more and more obvious with its advantages in low cost, safety and facilities. In the National Marine Transportation Conference, a strategy that a modernized marine transport system which is safe, efficient, smooth and sustainable to be realized generally in 2020 has been put forward. As a support department and service window, Maritime Safety Administration of People’s Republic of China (CHINA MSA) takes the responsibilities of ensuring shipping safe and oceans clean; in the mean time it faces unpredictable opportunities and challenges. To meet the new situation and boost maritime industry faster and better, it is urgent for us to train and bring up a troop of professional maritime talents of high quality.The thesis focuses on items concerning how to innovate the work mechanism of professional talents and establish a scientific and correct evaluation index system on it, how to perfect human resources management, how to set up a scientific performance assessment mechanism and so on. By means of that, we can better develop and deploy, attract and train maritime professional talents of high quality, and thus enable the maritime force give full play to its role as an economical, professional, open, civilian and integrative organism.By defining professional talents and professional maritime talents, the thesis analyses the current status of CHINA MSA in talent evaluation and points out its development direction as well as disparity between it and maritime authorities in other countries basing on expatiation of historical and current situation home and abroad. Through the introduction of UK Maritime and Coast Guard Administration, USCG, Maritime and Port Authority of Singapore in talent evaluation systems, the author manages to find the experiences and methods we can use for reference. Via description of the prevalent evaluation techniques of resume analysis, psychological examination, situation simulation and assessment center, it also tries to fix the structure and the content of talent evaluation system as well as the proportion of evaluation index in it with various research methods such as Delphi method, questionnaire, AHP (analytic hierarchy process) method, fuzzy comprehensive evaluation and anti-fuzzy method, on the theoretical basis of core capability assessment methods like competency assessment and psychological assessment, etc. It arrives at the assessment result of professional talents by accomplishing the confirmation of factor, evaluation, assessment index membership and fuzzy operator, the framework design of 3 level-1 indexes of“moral, capacity and contribution”and 21 level-2 indexes of the index system, and finally clarifies the fuzzy vectors with the centre-of-gravity method.In building up the professional talent evaluation index system model, the author adopts a combination of both qualitative and quantitative methods to quantify the original qualitative evaluation index and make the evaluation outcome converge within an interval, and finally determine the evaluation result for professional talents in certain position.What’s more, to find out the contradiction between theory and practice through research into practical problems and difficulties with the above-mentioned methods to bring up applicable suggestions and countermeasures to maritime professional talent evaluation.
