Abstract


Since the reform and opening policy, with the Store in the front, factory in the back cooperation model, Guangdong and Hongkong has achieved marked results and substantially promoted in economic development, but the model was a low level of regional cooperation. In the 21st century, With the promotion of Guangdong economic and the fierce competition from domestic and abroad, GD and HK need find a new area on the basis of comparative advantage, modern service industry, as the important support of national competitiveness and the important symbol of overall strength and economic development level, becoming a new focus areas in the cooperation between GD and HK. Strengthen the cooperation in the modern service industry can achieve a win-win situation.Because of the advantages in resources and location, GD and HK have a wide range in modern service industry cooperation on June 29th 2003, Mainland an HK Government singed CEPA. CEPA is a framework document in a new round of the economic cooperation between mainland and HK. To a certain extent, CEPA lowers the market entry requirement in some service industries and broadens the scope and depth for the cooperation between HK and GD in modern service industry. But limited by a bad mechanism, the cooperation is in a small-scale and a lower-level. So this paper makes a deep research on the cooperation mechanism of modern service industry between GD and HK, to build a efficient operation mechanism.Firstly, this paper defines the division of the modern service industries and then expounds the relevant theories on regional cooperation. With the research on three typical cases in the moder service industry cooperation abroad, some common experiences are been proposed, in the same time, the cooperation mechanism of regional modern service industry has been built.The paper makes the quantitative analysis on development and cooperation between GD and HK, and the empirical analysis is made on the regional development of modern service industry of the Pearl River Delta and HK. Evaluation showed that the integrated development of modern service industry is closed with the level of economic development. In the area of the Pearl River Delta and HK, a development pattern that HK,GZ and SZ is the center stratified development is been formed, and if the area don’t been rational division of labor in modern service industry, resource will been wasted and at last come to be cut-throat competition.Then the paper analyses the problems in the strengthening the cooperation between GD and HK. Combining with the symbiosis theory, the paper make a research on the cooperation mechanism of modern service industry. Rest on above analysis, a cooperation mechanism is been built, which contains government mechanism, market mechanism and social mechanism, and then the mechanism is designed in detail with the actual situations of GD and HK. Finally, this paper put forward the proposals and measures to enhance the level of the cooperation between GD and HK.
