In recent years, the process of management of information technology had been accelerated.The construction of the system also had been more mature, practical, advanced. Modern science and technology university is one of the pioneers of information technology management. A lot of information work had been done, such as the construction of the portal, science and technology plan reporting and management systems, file management system, office automation systems, etc., Many valuable experience had been accumulated in information technology.In this thesis, system construction, project management and the process analysis of project management information system project has been studied. The main mode of science and technology project management and implementation of processes had been discussed and analysied. The appropriate project management tools had been selected to integrated management of Science and technology project management information system.Then,the thesis had analysied the entire project implementation process about the content and features of this project management.At the same time,the main objectives of system development was introduced,and introducing the key issues of the system.Such as, the functional design of the system itself,requirements about architecture,user’s needs, interface style of this system.Subsequently,the main technical line and development process of the system had been discussed.At last, the overall system architecture had been completed, including the brief five levels of system implementation. The system performance was designed, included passing the XML data, processing of server and unified management of manner.Then,the thesis had introduced the design and implementation process of the system’s function module,such as Projects reporting module, the expert information management module, management module assessment, technology and tracking module archive file. Finally, the system’s security system had been designed according to the needs of software systems.Overall security system had been builded of system construction mainly about the CA certification system and data security. Then,this thesis had completed the development, management and implementation processes of the full project management information system on science and technology.
