Abstract


The so-called boundary problem is the border area that is the adjacent to the territorial boundary between the two countries who is ownership of the territory and the resulting dispute. The nation-state system has appeared since 1648, the border issue becomes an extremely sensitive question in the international relations; the border problem has always with the arguing, even it will cause large-scale and the unceasing war. More than 4300 km-long’s the Sino-Russian border is the longest land border between China and Russia who are each other’s neighbors. China and Russia have be associated more than 300 years, the two countries boundary had be changed more than 300 years too, the complex background is caused the boundary problem to become the two countries the extremely sensitive question, also become the important component relations between the two countries.October 14,2008, China and Russia hold the opening ceremony at the island of Heixiazi, it means that the Sino-Russian boundary question has marked the period finally, it is not only the unprecedented significance but also has laid the good foundation for the two counties development. Reviews the negotiations course, it is along with the international situation and relations between the two countries’ change, the boundary negotiations is also changes. Both countries had paid the great attention, taken the international law and the international convention as the basis, negotiated through politics to solve the boundary problem mutually.This article induces the boundary dispute’s specific pattern it is throught to analysis the boundary problem’s origin, the negotiations course and the solution mentality’s, and hopes it can be provided one kind of new mentality to solve the territory conflict. It can process the reciprocity between the neighboring country, specially deals with the complex national boundary issue.
