Abstract


The system of NPC is the fundamental political system. People perform their rights, take part in management of national affairs through the system of NPC. However, the NPC haven’t completely play an important role in practice, such as status declined, structure falsified.These phenomena appear mostly because of the part-time system of NPC, making the NPC can’t completely perform their rights. Nowadays, many developed countries have taken the professional system of senators, and have had good effects. Therefore, the professional system of NPC has advantages. But it can not deny the part-time system of NPC. Considering the conditions of China, our country can absorb the merits of two systems. Realizing the professional system of NPC Standing Committee members, with the part-time system of common NPC, to form a reasonable professional system of NPC.This paper tries to analyze the feasibility of professional system of NPC, and take example by foreign, then construct the professional system of NPC, whose core is the professional system of NPC Standing Committee. It can breakthrough the obstacles in this process, and perfect the system of NPC.
