Abstract


Trunk-liner project is governmental great strategic decision to build creative national, improve the ability of independent innovation and enhance national core competition ability. The trunk-liner program, which is a strategic national project, features significantly in high-technology, large-scale investment, and long-period R&D process.Government procurement had originated in western country. American is one of the countries in which the system of government procurement had used long ago. With the development of more than 200 history years, American had already established a series of strict and perfect law and system for government procurement. Especially, the experience of American establishment and application Cost Accounting Standards (CAS) to control the cost of government procurement is recommendable and worth to draw lessons from.This paper probe into using the American government procurement program and experience of government procurement cost control to build up the trunk-line project effective and economical procurement cost control system in project management model based on main-manufacturer and supplier. Through the application of project management, budget management and cost management to improve the procurement cost control system on the base of strategic partnership with the supplier to ensure Trunk-liner project attain research and Commercial success.
