With the region’s rapid economic development, advancing in communication technology and the consumer behavior’s diversification in the communications market, communications market is fiere competitive. Although the communications network size and mobile users of Shenzhen Mobile branch has a leading market position, but the mobile communications market becomes more saturated, the user’s consumption potential is diminished, which requires that Shenzhen mobile branch pays an efforts to build high-quality mobile network operating system ,to provide high quality business, brand, network, business, services, so as to gainand competitive advantage. To reach this object, it is necessary for Shenzhen mobile branch to invest in the indoor coverage system from 2006 to 2008. Evaluation the project is not only requirement by China Mobile ,but also for the branch to summarize the experience and to guide future projects and effective construction. Therefore, the indoor coverage system‘s investment project post-evaluation in Shenzhen mobile is not only to discover the existence of successful experience and risk factors, but also facilitate the launching guidance for the similar projects . In this regard, the thesis has a theoretical value and practical significance.In this thesis, Based on the review of existing relevant research and project evaluation theory, the background of indoor coverage system investment project of Shenzhen mobile branch , we first determine the project objectives, project investment, project schedule etc of the indoor coverage system construction in Shenzhen mobile of; Second, we use project post-evaluation theory and methods to make assessment on the objectives, network , construction process , effectiveness , impaction and other aspects of the indoor coverage system projects. Thirdly, we analysize the project’s risk factors , including demand risk, financial risk and risk management coordination. From the point of view on project process, we deterimine the key elements of the various process stages of the project.Finally , from the perspective of project management,we present some recommendations, such as strengthening the awareness of project management, establish a scientific monitor index system . The research results in the thesis enrichs the existing theory of communication enterprise-project evaluation, provids a theoretical basis and practical learning for implementation of future similar projects.
