Abstract


Under the market economic system, due to the cyclical economic growth and changes in the economic structure, social difficult to achieve a balanced allocation of labor, so the unemployed to become a normal, frequent occurrence. A long time, the States to take various measures to increase employment opportunities and reduce the unemployment rate, as well as to develop the various the unemployment security systems to protect the basic livelihood of the unemployed and their families, and make access to training opportunities during periods of unemployment, to improve their re-employment capacity. Unemployment protection system, the most basic is the unemployment insurance system. The establishment of the unemployment insurance system to guarantee the basic livelihood of the unemployed and their families, played a passive risk and take the initiative to promote employment, regulating labor supply and demand, and the redistribution of income, to alleviate the socio-economic turmoil and to promote social and economic development. Currently, the unemployment insurance system in many countries already have many years of practical experience and achieved good results. China since the reform and opening up, but also began to gradually establish an unemployment insurance system and the unemployment insurance system with Chinese characteristics has been initially formed. However, the current unemployment insurance system in the economic situation of the current financial crisis, the face of the rising number of unemployed population become increasingly safeguard fatigue. How to make the unemployment insurance system play a role in the greater range, and how to make the promotion of employment of the unemployment insurance system function to play a greater extent, this has become the focus of the study in China and the world. In this paper, to analyze the current situation of the unemployment insurance system, the problems of our current unemployment insurance system, and learn from the advanced experience of foreign countries, combined with China's specific national conditions, to put forward specific proposals to improve the unemployment insurance system in our country. This paper uses the writing of the literature, the main idea is the theoretical basis for analysis - Analysis - Suggestions The article is divided into four parts: the first part of the main topics of research background and topics of significance; second part is the theoretical basis of the research of the unemployment insurance system; third part is to analyze the status of the unemployment insurance system and pointed out that the main problems in the current unemployment insurance system; fourth part is to learn from the successful experience of foreign unemployment insurance system, combined with China's actual situation, put forward suggestions to promote employment.
