Abstract


The construction of payment system development is a continuous process. In the world, there are always some countries, some components of the payment system reform or change is in the process. The construction of payment system development planning and implementation is a task of hard, this is due to the complexity of the reform and reform due to the diversity of ways. Safe and efficient national payment system of development, and implementation of monetary policy the central bank to protect the overall financial stability and promoting economic development are closely related. Therefore, the central bank should pay close attention to construction and development of payment system to better demand for the currency, monetary policy, exchange services, as well as important related financial market efficiency and stability play a role. Central bank payment system is the effective implementation of monetary policy, with the money market transactions affect the entire financial and economic activities of the center link. Moreover, the payment system and the development also can affect the turnover rate of money balances, and predictability, thereby affecting economic activities, demand for money. The central bank is the main force of the national payment system. Typically, the central bank in the payment system, play multiple roles. It is the core operation of payment arrangements, monitor, service users and payment systems to pay the main force of reform. Currently, the central bank to speed up construction of a modern payment system to promote market reform and development of payment services, payment services, the parties concerned strengthen risk prevention awareness, strengthen the central bank payment and settlement system, means of supervision, payment and settlement systems to ensure safe, efficient operation, maintenance of financial system stability is China’s payment system reform and development priority. This will be through Australia, Japan, Singapore and other countries of the payment system operating mode between the central bank payment system of the building, modernization of the Central Bank of China to pay for the operation of the system status of the Central Bank of the construction of a modern payment systems and the problems and related measures .
