Abstract


Construction of new rural village autonomy is the party leadership in building hundreds of millions of peasants during the socialist democratic politics with Chinese characteristics, a great creation, which not only has promoted the democratization process in rural areas, mobilized the enthusiasm of political participation of farmers; also contributed to the rural economy reform and development, maintained social stability in rural areas. Under the construction of new socialist countryside, new issues and new tasks are confronted by the villagers. Concerning existing problems and shortcomings in the villager autonomy, I have conducted a series of exploration and study. By discussing how to resolve practical difficulties in Villagers’autonomy to answer, I have given specific strategy for the villagers.First, this paper introduces the theoretical basis of Villagers. The Marxist ideology of self-government reflects the development of socialist democracy and self-direction and prospects. our grass-roots mass self-government system established in the succession of Marxist thinking on the basis of democratic self-developed. Mao Zedong,Deng Xiaoping,Jiang Zemin’s rural grass-roots democracy building of the development of democracy in China has laid a solid theoretical basis due to the idea for China.Secondly, the second part has introduced a new socialist countryside construction of the village self-government request including first, the material aspects, the development of production and living off the villagers demand for autonomy. Second, the spiritual aspect, civilization, cleans and tidy village on the village autonomy. Third, political civilization and democratic management of the villagers demand for autonomy.Again, this third part has focused on the process of new socialist rural construction; problems exist in the villagers self-government and the reasons for the analysis including economic underdevelopment, the villagers self-government ’four democratic’ imperfect,autonomy alienation, farmers awareness of democracy and low levels of political participation and village self-government legislation imperfect.Finally, the last part of has proposed under the background of new rural construction, village self-government strategy for improving, that is, actively developing the rural economy, improving the democratic system of village autonomy, alienation means rectifying village autonomy, strong development of rural education and Village Autonomy Legislation.
