Abstract


Water, as an irreplaceable resource of human beings, not only is a valuable natural resource but also is an important environmental factor. Water resource plays an irreplaceable and basic role in the survival human beings and economic and social development, making an organic component of the comprehensive national strength. With the continuous development of modern society, human society has become increasingly inseparable from water. Human beings must solve the issue of water resources in a strategic perspective of sustainable economic and social development and sustainable use of water resources, and raise awareness of water crisis in the whole society.Tai’an is located in the mountainous area of Shandong province and is covered by continental monsoon climate with warm temperate. According to globally-accepted standards, Tai’an is classified as a region of severe water shortage. Drought and water shortage are serious constraining factors of economic and social development of Tai’an. The analysis of supply and demand equilibrium of water supply capacity of Taian suggests that water shortages will be a serious threat to sustainable economic and social development of Taian.Centering on the goal of security and supply of water resources for the whole community, the government of Tai’an has achieved a great effect in the administration and sustainable utilization of water resources by tackling water issues according to laws and prospering water through science and education. However, natural constraining factors such as the storage and distribution of water resources affect the sustainable utilization of water resources in Taian; social constraining factors such as inadequate awareness of sustainable use of water resources and water-saving affect the sustainable utilization of water resources; implement the legal administration of water and improve the security of water resources; emphases on water issues and implementation of the legal administration of water resources are not enough and are to be strengthened; At the same time, the sustainable utilization of water resources is affected without a sound management system.Based on the above research and analysis, the first step is to reform the administrative system and establish the protective system of investment in integrated development and control of water resources, followed by establishment of water market concept, water conservation awareness, rationalization of water prices and reasonable water consumption. Thirdly, in order to improve the level of the sustainable use of water resources, protective projects of water resources must be carried out, putting the emphasis on administration of key functional water areas, balancing the relationship between unified management and utilization and optimizing the allocation of various water resources.
