Abstract


With the strong support and effective promotion of macroeconomic environment, the number and speed of construction are in a state of rapid and sustainable development. But with the rapid development, there are even more serious lack of credit in the construction field, especially the project quality issues and the construction payment problems. This situation calls for the construction contract bonding system works mandatory in a large scale in China, as a means of interests restriction and credit guarantee. At present, the lack of effective legal support system and comprehensive scientific operation mechanism, resulting in the implementation of construction contract bonding system into the current market environment, laws and regulations, specific provisions, the difficulties with the operation achieving that cause engineering guarantee seriously lagging behind the market in China.This paper is based on the construction market and the macro background of guarantee markets, through the studying on the theory and practice and operational mechanism of the construction contract bonding system, and described the status quo and the problems from the perspective of micro-projects in detail, aims to propose some strategies in operational level for the implementation of our construction contract bonding system. First, the proposed of using bank credit card payment instead of property owners payment guarantee to earnestly solve the problems of owners delaying project payments; Secondly, put forward suggests about the cultivation of project guarantor market proposals, in particular by improving the basis for premium charges in order to guiding the competition of fee guarantee from guaranteed rate into the guarantee service; Finally, in order to strengthen the supervision and credit institution-building of our construction industry market, innovatively proposed the idea of establishing online trading platform of Project Guarantee. It has very good reference value to improving the credit-building in construction market in China.
