Abstract


Solid waste recycling is already involved in the traditional areas of environmental protection legislation; the focus is to prevent solid waste pollution of the environment. In the traditional economic concept ,economic development and environmental protection will be placed on opposite situations, solid waste just as the negative pole, the potential resource value can not be caused attention it deserves. The circular economy as a strategic mode selection, it can provide new models for the transition from traditional industrial economy to the sustainable development. In the article discusses the definition of solid waste and the legal regulation of the basic points; then it analyses the solid waste legal systems of the United States, Japan and Germany in the conceptual level and system level. After that it discusses the responsibility of solid waste recycling and its main areas of responsibility, defines the Main body responsibilities, include government, enterprises and consumers. The last part discusses the improvement of recycling of solid wastes in China Legislation. It suggests to implement circular economy ideas to promote recycling of solid waste as the goal, to maximize the recycling of solid waste, address the different types of solid waste recycling system to be dedicated to develop the appropriate individual regulations to further clarify the subject of solid waste recycling responsibilities and to help relationships and constructing solid waste recycling network of social control.
