Abstract

The 17th CPC National Congress which was held in 2007 took "To probe and build a new old-age insurance system for rural residents" as an important part of the social construction, which emphasis on improvement the livelihood of the people. <The decision of central committee of the CCP on rural reform, development and certain major issue>passed in 2008 pointed out that,“Implement the principle of widely covered, basically ensured, multileveled, sustainable development to speed up the improvement of the rural social security system. To meet the demand of the individual pay cost, collective allowance combined with government subsidy, establish a new old-age insurance system for rural residents system.”This is the first time the concept of "new old-age insurance system for rural residents" presented in the party’s documents, and clearly specified its basic principle and financing structure. On September 4th, 2009, the general office of the state council promulgated and implemented <Guiding opinions on explore a new old-age insurance system for rural residents pilot project>, decided to organize pilot project work in 10% of the county choose in the nation, and planned to cover all eligible residents in rural area before 2020. Chongqing, as the only municipality directly under the Central Government in western region, is in scope of pilot project work. The publishment of guiding opinions marks the construction of the old-age insurance system for rural residents in our country entered a new stage. According to the spirit of the documents, combined with local actual situation, Chongqing City Government issued the < Implementation opinions on social endowment insurance pilot for urban and rural residents in Chongqing >, decided to organize pilot project work in 15 districts or counties from September 2009, planned to cover all the residents in 2012. The endowment insurance for residents reflects the spirit of the system is to make the rural residents as the main body, which should be essentially a new type of endowment insurance in rural community.Traditional research on old-age insurance system for rural residents was almost issued on system design, fund management and so on, but the growing complexities of social environment and plenty of uncertain factors call for different perspectives and different levels in policy research, only in this way can ensure that the policy be implemented favorably. In this guiding ideology, the essay makes use of the main theory of social security, furthermore, combined with analytical approaches of Political Science, Sociology, Measure Economics, analyses from a new perspective, and also provides a way for the research on related factors. With the research on the performance on Chongqing new rural society endowment insurance system, to realize the defects of the system on system design, capital source and levels of assurance, to analyze the question to make a conclusion that it is of great necessity to perfect the new rural society endowment insurance system and increase the join rate in order to expand the coverage, so we can give support to the activities of undertaking new old-age insurance system for rural residents and the coordination of urban and rural endowment insurance.This paper contains six chapters. Chapter One discusses the background of this research, makes definition of the basic concepts, raises the question and explores the significance of the research. Chapter Two is mainly about studies review in and abroad. Chapter Three performs an analysis on the actual situation of the new old-age insurance system for rural residents in Chongqing from different perspectives , including the area where pilot is implementated by stage, the condition, distribution, age feature and arrangement of insured person, the government subsidy, financing situation, levels of assurance, coordinate join rate with fund. Chapter Four, Five are the main body of the paper. Chapter Four contains the selection of evaluation index, the determination of the standard and weighting, and then form an evaluation system. Chapter Five draw the actual value and the evaluation value through collecting, sorting and calculation the data related, and then get the performance evaluation results of the new old-age insurance system for rural residents in Chongqing, Beijing, Sichuan and Fujian. It conducts a comparative analysis on fund procurement, coverage, fund expenditure, treatment structure and total performance of the new type of rural social endowment insurance, and finds the advantage and shortage in the implementation process of the new old-age insurance system for rural residents in Chongqing. Chapter Six is the conclusion and suggestion of the research.
