Abstract


Social security is the "safety net" and“stabilizer”of modern society, as an important part of social security system, endowment insurance system have important role in safeguard retiree basic life, maintaining social stability and justice, promote economic development.The endowment insurance system of teachers’ in colleges and universities in our country established in the 1950s, it has experienced several changes and adjust, formed "countries -- college" featuring responsible for endowment insurance system mode, and continue today. Featuring along with our country’s economic and social development, the mode of system already can not adapt to the social economic environment, its defects of higher education is becoming increasingly conspicuous, become the enterprise reform and development obstruction factors. Since the 1990s, the endowment insurance system of teachers’ in colleges and universities in our country has been in reform pilot stage, although reform failed to make substantial progress, but also made some progress, accumulated many experiences for us to further explore new model with Chinese characteristics, for the endowment insurance system of teachers’ in colleges and universities.With the arrival of the era of aging population, world endowment insurance system reform and development trend is mutiple level endowment insurance mode. Explore new model of endowment insurance system of teachers’ in colleges and universities should adhere to the concept of fair priority attention to efficiency with respect China’s basic national conditions, teachers’ professional characteristics and cultural tradition, in favor of higher education career and social security system development for the principle. Based on this, this thesis put out a endowment insurance system model with "fundamental pension + mandatory pension + incentive pension ". Fundamental pension to ensure retiree basic life as the goal, the pursuit of social justice for value orientation; and the mandatory pension and incentive pension, in order to ensure the retired teacher can life goal of decency, surplus. The reform of endowment insurance system of teachers’ colleges and universities school should coordination with personnel system reform, salary system reform, it also need to handling endowment insurance with other social security project. According to the pension system transition problems, the author puts forward the“go-between”in a certain age range can freely to choose the transition independently by themselves, and give them the reasonable compensation.
