Abstract


Since the enrolment was expanded in 1999, our country has entered into higher education popularization stage. In order to adapt to the requirements from present economic and social development and the development of higher education, to avoid the contradictions and disadvantages of the unified college entrance examination, it has been 10 years since our country began the autonomous enrolment pilot reform in 2001. During this period, with pilot college increasing and the enrolment scope expanding, the admission process is more perfect. Autonomous enrollment policy not only got continuous exploration, expanded the autonomy of the college, selected a batch of creative talents, but also uses the "more ruler measurement", which is helpful for part of an individual person’s fair.As a new thing, there are lots of unfair questions both the policy and the concrete implementation,such as the choice of pilot college may trigger unfair competition among the college; The regional limits of recruitment area may cause the starting point of the higher education unfair; The limits of the qualification of middle schools caused inequality among the secondary schools; Rigid conditions set obstacles for the low-income families’children; The "urbanization" orientation of the enrollment condition caused injustice; Operation of all sorts of corruption triggered education injustice. These problems disjointed the intention of the autonomous enrollment policy, which recruits "partial talents" realizing a greater degree of education fairness.This paper uses the basic theory of education fairness and John Rawls’s justice theory, making thorough analysis and discussion for various fairness issue of autonomous enrollment policy itself and concrete implementation. According to the experience of America and other countries, the paper puts forward suggestions for the autonomous enrolment policy: the overall orientation is the unified exam should be combined with diversed recruitment. The concrete measures are:(1)Enlarge pilot limits, promote universities to carry out fair competition;(2)Relax restrictions, expand the scope of autonomous enrolment choices; (3)Perfect supervision mechanism to ensure the constraint fair;(4)Establish multivariable evaluation system, implement open admission;(5)Execute recruitment of separation, promote admissions justice;(6)Try the best to achieve autonomous enrolment proposition fair.
