Abstract


Sea power as an important geopolitical aspects, national prosperity has extremely important implications. A state of the oceans and the sea right attitude and the attitude of the formation of this strategic design and its implementation , in peacetime can decide whether or not its economic prosperity , and in wartime can determine the success or failure of their fortunes . In this paper, comparative analysis before and after the Sino-Japanese War of sea power in late Qing China ignorance to give up, and Meiji period Japan 's active pursuit of sea power to do more than , and thus the use of AHP method , by means of Mahan rights theory , in-depth analysis of the late Qing Chinese national strategy and naval strategy in two levels, such as fragmented industry and the growing linkage between the Navy , passive defense , unable to \limited sea power positioning , support strategic industries related to the sea , the development of long-range deterrent and other beneficial enlightenment , as well as how to treat sea power relations and peaceful development construct knowledge .
