Abstract


Before the democratic reform, the penal legisnation in Tibetwas followed by the former legal rules and the tribe unwrittenlaw. Although Tibet carrys out the Criminal Law of the People’sRepublic of China now, the law in Tibet before the demacraticreform is still a great valueable part of our ancient law. Theexecution of the current laws in Tibet is influenced by the localtraditions, practice and customs. It’s important to know moreabout law culture in Tibet. It helps with the current criminaljustice and legislation.This research collects a lot data in order to introduce the lawin Tibet before the demacratic reform. I hope that it can helpthe current criminal law carry out well in Tibet.This thesis includes four parts:Part one is about the connection between the geography and lawin Tibet.Part two is about the criminal legislation and the penalty beforethe democatic reform.Part three is about some problems of the penalty system in Tibetbefore the democratic reform.Part four is a conclusion of the former parts and abstracts thehelpful parts from the law in Tibet before the democratic reformto help with our country’s criminal system reform .
