Abstract


Currently, the majority of Chinese Urban Residents morphogenesis enormous changes. National units assigned housing system gone , public housing is no longer given, but gradually entering the era of the commodification of housing , the housing needs of their life savings or overdraft future decades derived income to buy . With the deepening of the reform of the housing system , the owners of the realization of real rights and property services is increasing , therefore , good maintenance and upkeep of buildings and ancillary facilities to the property within the district , to establish and maintain the harmonious co- order of life , to create a comfortable and safe living environment , it becomes more and more important . \the orbit of legalization and standardization . But the \protection and fulfillment of the owners of autonomy needs further specification . In this paper, starting from the basic theory of the owners of autonomy than legislative model on the autonomy of the owners of the various countries , regions , according to the current situation of our country , the introduction of the \Rationalize owners groups, the general relationship of the owners' committee , procedures and effectiveness from the owners' meeting , the owners' committee and the owners of the Convention the legal nature of certain residential property owners in Tianshan District , Urumqi social survey based on found a number of deficiencies and effectiveness , etc. , and put forward a series of recommendations , and then design suitable for owners of self-governing institutions in China's national conditions , to build more reasonable owners autonomy , to a stone for our property management legal career .
