Abstract


China's Property Management after nearly 30 years of development , there had been substantial progress in democracy and the rule of law . However, the current governance of the residential area there are still many problems in the philosophy and institutional comparing countries or regions owners autonomy This article aims to analyze the reference owners congress system in China , which seeks to solve the system of a few of the owners' meetings in China answers to problems , and put forward the reform of the system suitable for China's national conditions , the proposed innovation . The paper is divided into four parts , the first part of the Introduction to the owners 'meeting , and introduces the concept of the owners' meeting and organizational structure , analysis of the theoretical basis of the owners 'meeting system ; second part is the comparison of the countries or regions of the owners' meeting system experience , focuses on the United States autonomous organization mode of the owners of the homeowners 'association system and China 's Hong Kong and Taiwan , obtained by comparing the analysis worthy of us to learn from the experience and methods ; the third part of the legislative situation and the existing problems of the owners' meetings in China , from both theoretical and practical aspects of the main problem currently plaguing the owners ' congress system in China ; fourth part of the recommendations of the owners' meetings in China reform , innovation , the author of the current owners' meeting system reform , comments and suggestions from the system and philosophy as well as specific operation point .
