Abstract


In this paper, in the country - the basic analytical framework on the basis of the society , from the modern state and the modern social constructionist perspective , transverse the contrast and longitudinal combing the course of development of China 's grassroots democracy and institutional building , combined with the reality encountered in the development of grass-roots democracy concluded : protection of the rights is the new trend of the development of the next stage of China 's grassroots democracy . Articles from the development of the five main areas of grassroots democracy , the protection of the rights and the establishment of system , combining the grassroots social hotspot phenomenon , explore the factors and issues restricting the protection of the rights to run the development of grassroots democracy under the current situation , these defects and deficiencies put forward feasible suggestions for the development of grass-roots democracy and the protection of the rights to explore by building a more perfect system of grass-roots democracy and the protection of the rights operational mechanism , making positive interaction and coordinated development . System over a long period of accumulation and extensive practice since the reform and opening up , China 's grassroots democracy in the protection of civil rights has made great achievements , increasingly innovative and rich content and form of democracy , democratic participation mechanisms and systems to build increasingly sophisticated and sound , both promoted the development of China's socialist democracy , and to exercise the political participation of the masses of the people , and to implement and safeguard the democratic rights of the masses . At the same time, we should also recognize that the process of the development of grass - roots democracy is a constantly explore and practice , not overnight . China 's grassroots democracy at this stage , there are some problems restricting the protection of citizens' rights , but also limits the further improvement and development of grassroots democracy . Through the cultivation of a democratic society , to build a national democratic politics , empower citizens , does not mean that citizens will be able to truly enjoy these rights , there is no protection of the rights is tantamount to no right . Countries to empower more need to build a sound , healthy , strong rights protection mechanism to protect the enjoyment of these rights and the implementation of which will also promote the development of grass-roots democracy .
