Abstract


\All along, the implementation of this policy effect to get the academic attention in China , many scholars from the point of view of policy appropriateness and effectiveness of in-depth research and draw many useful conclusions . However, studies have failed to fully focus on policy formulation and implementation of the main - the operating mechanism of the eyes of the government and its impact . Starting from the central - local relations perspective , on the basis of local government policies to attract investment into the goal to attract labor and capital - intensive foreign-funded enterprises scale policy and technology policy to attract technology -intensive foreign-funded enterprises , build local Government policies to attract investment supply preference decision model based on local government policy under the influence of foreign-funded investment scale and technical level of decision-making model . This paper focuses on the analysis of the preferences of the decision of the local government policies to attract investment and its impact on foreign-funded enterprises optimal scale of investment and the introduction of technology on the basis of the above model .
