Abstract


Employment issue is a major problem in social and economic development. Although traditional employment form is still in possession of a considerable scale and proportion, it is urgently needed to settle employment for different groups and to eradicate poverty, to solve employment problems for the production and operation of enterprises in a variety of fields as well. As a great energy and heavy industry province, Shanxi Province has mainly relied on state-owned, collective units and other traditional sectors to absorb labor. With the deepening of economic system restructuring, the ability of these departments to absorb labor force has declined. In the circumstances , it is very significant to explore flexible ways to solve employment problem of Shanxi Province .This thesis makes preliminary exploration how to solve the flexible employment problems of Shanxi Province. Firstly,the article defines the concept of flexible employment, analyzes its characteristics and distinguish between flexible employment and the informal employment, and states current theory and research fruits on flexible employment . Secondly, on the basis of the collective datum and investigation in Shanxi Province, the thesis analyzes issues of flexible employment, such as flexible employee size, forms of employment, distribution of industries, etc. While it carries out some researches into the causes of flexible employment development in Shanxi province from the perspective of labor supply and demand. Thirdly, with the actual situation in Shanxi Province, what benefits can be brought to economic and social field is analyzed form micro and macro perspective. The fact shows that it is very significant to develop flexible employment in Shanxi Province .Finally , problems in the process of flexible employment development have been discussed from some perspectives, such as concept of employment, policy environment, security system, relative law system and so on, then the article puts forward some countermeasures .
