Abstract


The earthquake in China is frequently occuring. Small cities and towns in Chinalack effective earthquake disaster mitigation management system to response andprevent. It has very important practical significance for strengthening the ability ofearthquake disaster mitigation management of small cities and towns in China that thepaper scientifically construct earthquake disaster mitigation management system and itsevaluation index system of small cities and towns in China.The characteristic of earthquake disaster mitigation management of small cities andtowns in China is analyzed. The earthquake disaster mitigation synthesized managementsystem of small cities and towns in China is constructed by drawing on the experienceof developed countries. It contains several subsystems such as earthquake disastermitigation planning, administrative supervise, antiseismic performance guaranteesystem of buildings and lifeline projects, seismic surveillance, forecast and earlywarning, education and training, earthquake prevention of grassroots organizations,construction of professional rescue and volunteer teams, earthquake disaster emergencyrecovery services system etc. Clarify the operational mechanisms of earthquake disastermitigation synthesized management system of small cities and towns in China. Itcontains implementing emergency plans, establishing earthquake disaster mitigationsynthesized management coordinate system, formulating the implement regulations andstandards, establishing earthquake disaster mitigation synthesized managementsupervise mechanism ,financial guarantee, forming earthquake disaster mitigationsynthesized management evaluate and improve mechanism etc.The index system for evaluation of earthquake disaster mitigation managementcapacity of small cities and towns in China is constructed. It contains indexes and their sub-indexes such as administrative supervise and legal guarantee, earthquake disastermitigation planning, seismic surveillance, forecast and early warning, antiseismicperformance guarantee system of buildings and lifeline projects, education, training andearthquake prevention of grassroots, professional rescue and volunteer teams,earthquake disaster emergency recovery services system etc. The experts weight whichobtained by the use of AHP are amended by the use of group decision making method.The weight of each index is determined reasonably, And found out that earthquakedisaster mitigation planning, administrative supervise and legal guarantee, antiseismicperformance guarantee system of buildings and lifeline projects, seismic surveillance,forecast and early warning, educating, training and earthquake prevention of grassrootsare the top five indexes, which should be focused on the key construction of earthquakedisaster mitigation synthesized management system.Ningqiang County in Shaanxi is analysed as example, its earthquake disastermitigation management system is evaluated. Found that its earthquake disastermitigation management capacity is“general”, The“heavy save while lightanti-"tendency was obviously in local, the earthquake disaster mitigation plan,administrative supervise and legal protection, antiseismic performance guarantee ofbuildings and lifeline projects are in weak state and the enhance space is larger,earthquake disaster emergency recovery services and post-seismic services ofEarthquake Disaster Mitigation are payed attention. Some strategies andrecommendations are proposed based on the reality of small cities and towns in Shaanxi,such as strengthening the construction of earthquake disaster mitigation planningsystem , improving the level of social management and public services of earthquakedisaster mitigation, deepening the reform of construction management system inShaanxi and etc.The use of the results of this paper will benefit to promote systematic managementof the earthquake disaster mitigation synthesized management system of small citiesand towns in China. And will help to improve the level of earthquake disaster mitigationsynthesized management of small cities and towns in China.
