Abstract


In recent years,with the establishment and development of the housing reform in our country,the old welfare policy has been replaced by a new housing security system.However,there still exist drawbacks in the new system.For industrial restructuring and urbanization acceleration,many urban low-income families cannot obtain appropriate housing from the market.Many families have nowhere to live or their housing conditions need to be improved.This is a great livelihood issue that seriously affects the harmony and steadiness of our society.Thus,it is urgent to provide the low-income families in the cities with appropriate housing support.The solution of the housing problem is of far-reaching significance in theory and practice.In the 17th party’s reports the livelihood of the people as the key society arranges was placed in a more prominent position.The Practices of the housing security policy can make people get basic housing support,and will ultimately be benefit for the promotion of harmonious society and the social justice.The housing security belongs to the social security system theory in Housing business practices.Many Chinese and foreign scholars have done systematical analysis and emphasized the role of social welfare in the economic development from different angles,which had a positive impact on the housing security system.However,previous studies failed to clear the main responsibility for housing support,the existence of "market-driven" and "government-led" radical theory,this paper argues that housing security is a systematic,
