Now,regional industrial clusters are driving the economic growth of the world. In the global economy, a country that wants to obtain competitive advantage, can’t just relies on the global enterprises but industry clusters rooted in the country. It is a hot issue that academic field and government departments concerned that how to improve the competitiveness of industrial clusters and promote regional economic rapid, healthy and sustainable development. Therefore, research on evaluation of regional industrial clusters’ competitiveness has certain theoretical and practical significance.Based on the comprehensive analysis of the previous studies of industrial clusters, first of all, the connotation of industrial clusters has been defined. Then, we analyze the influence factors of industrial clusters’ competitiveness from six aspects including social capital, cost of production, industrial organization ability, network resources conformity ability, technical innovation ability, and establish index system of industrial clusters’ competitiveness evaluation, including competition, cluster scale and cluster effect, market and technology, development tendency. The third, based on defining the existence and boundary of industrial cluster, we design the specific analysis model about the index system, and determine the industrial cluster’s competitiveness levels and trend of future development. Finally, we evaluate regional industry clusters’competitiveness through a specific example, prove effectiveness on judgment of regional industry cluster’s competitiveness and promoting the regional industry cluster’s competitiveness, and propose the suggestions about strengthening technical innovation and establishing cluster brand according to the problems.
