With China’s social and economic development,diversification of funding schools and students to pay school system,the efficiency of running colleges and universities also cause for concern.Local public institutions of higher is an important component of higher education part of our country.For decades,it has trained a large number of talented people.China’s local public universities on how to expand the size of the school building at the same time to strengthen the meaning of the general concern of the communityOwing to the less concerning on the input-output ratio of Chinese public universities,this paper initially established cost evaluation model of Chinese public universities according to the evaluation of the cost effectiveness method,based on relative factor method to study the data collected from 22 universities in Shaanxi province,China.The result shows that there are huge differences in input-out levels among the same kind of universities.It could provide some suggestion for the public universities that have undergo relative fund shortage in promoting school-effectiveness.The important innovations of this dissertation:1) In recent years,the dissertations about higher education’s input and output are not a few,but no one research has a specific provinces where the efficiency of public research university,this dissertation is a specific local colleges and universities sponsoring the efficiency of the provinces research.2) this dissertation applies quantitative analysis and qualitative analysis to research local colleges and universities in Shaanxi Province,breaking the previous school only to consider the study results.
