Abstract

In the background of accession to the WTO,building an overall better-off society and economic globalization,China’s agricultural development has entered into a new era.It faces the new tasks of readjusting and optimizing agricultural production and rural economic structure.The importance of agricultural production is attached not only to increasing the quantity of yield,but also to improving the quality of products,and its growth mode is transformed from extensive management to intensive management.Since the founding of New China,and the implementation of reform and opening-un in particular,China’s agricultural extension has made great contribution to agricultural development,and at the same time,agricultural extension itself has also achieved huge progress.However,in the new situation,the current mode of agricultural extension can not meet the new requirements and needs urgently to be improved and innovated.In the past few decades,agricultural extension has seen great development in many countries in the world.Some countries,such as USA and others have set up certain concepts and modes of agricultural extension with specific characteristics and advantages and have obtained good results,which could be used as examples for China to innovate its agricultural extension system.This study reviews the process of establishment and development of China’s agricultural extension system in the major historical periods,analyzes its current situation and existing problems;gives an introduction to the general situation and successful experiences of USA and a few other countries in agricultural extension;makes an comparison of agricultural extension at home and abroad;and carries out an discussion on how to learn from foreign experiences and practices and build China’s new agricultural extension system in line with its actual conditions.The main points are as follows:1) The development process of China’s agricultural extension,mainly its evolution, progress and achievements since the founding of New China.. 2) The current status and existing problems of China’s agricultural extension,including the government-led extension system and other modes of extension work.3) Foreign countries’ experiences in agricultural extension,including a brief introduction to various types of agricultural extension system in the world,with an emphasis on characteristics and advantages of US agricultural extension.4) Comparison and thinking over agrieultural extension at home and abroad,including the comparison in legal protection,organizational system,extension concept,operational mechanism and how to learn from other countries.5) Innovation and its practice of China’s agricultural extension system,through a case analysis of Yangling Demonstration Zone,making a survey of its exploration in innovating organizational system,operational mechanism,modes and measures of agricultural extension.6) Development and change trends of China’s agricultural extension in the new era.7) Ideas and proposals for innovation of China’s agricultural extension in the new era.
