Abstract


Under the background of globalization and the combined effects of multiple causes,illegal immigrant is a new legal issues.From the development of the domestic law of control and international law control, illegal immigrant is to promote cross-border nature of the results,and the international community to countries with to a more serious political, economic and social problems,China and Russia is no exception.First of all, the first part of this article defined the concept of illegal immigrant , analized easily confused on the relevant concepts of the distinction and on immigration-related theory, which China and Russia for the legal control of illegal immigrant research has laid a solid theoretical foundation. The second part of the context the illegal immigrant situation under the present international background was exoatiated on,and the status of illegal immigrant in Russia, the cause, means and ways were analyzed. In the third part,I Focused on an analysis of China and Russia in the fight against illegal immigrant control laws. The fourth part is the full text of some of the conclusions and recommendations. Facing a serious challenge of the growing influx of illegal immigrant, it is necessary to strengthen the joint multi-disciplinary in-depth control of illegal immigrant. Chinese and Russian governments should take appropriate policies and legal measures to control at the same time,get out of control of domestic law unilateral mode of thinking to further strengthen bilateral cooperation, actively seek regional cooperation in order to secure a positive solution to illegal immigrant to this complex issue.This article attempts to analyze and compare the domestic and foreign legal mechanism to punish illegal immigrant by method of comparative analysis and method of literature analysis.To collect information about judicial cooperation and academic literature in numerous ways on illegal immigration. Found out a theoretical basis,and actively explored Related ideas,which to China and Russia in the control of the issue of illegal immigrant make their own suggestions and countermeasures.
