Abstract


Frederick Mosher said: \depends on the good sense of responsibility and reasonable legal administrative act of civil servants and the sense of responsibility . In Xinjiang , the civil service as the composition of the executive authorities of autonomous areas , the actual exercise of the executive powers by the administrative responsibility ultimately bear . Xinjiang at the same time to build the Chinese economy of the west Highlands , administrative reform has been steadily advancing the implementation of the civil service system of administrative responsibility to actively practice . In addition to the introduction and conclusion , mainly divided into the following three parts : The second part aims to explain how the civil service system of administrative responsibility concept , civil servants , administrative responsibility , including political responsibility , liability , responsibility and moral responsibility . The third part is the background to the construction of China's civil service system of administrative responsibility to introduce the Xinjiang Civil administrative responsibility system construction experience , analysis of the Xinjiang Civil administrative responsibility for institution building in the absence of their causes . The fourth part of from Xinjiang reality , for these problems and the reasons from the responsibility of the executive heads of the administrative accountability system , the administrative law enforcement responsibility , administrative accountability system policies and measures to improve the the Xinjiang Civil administrative responsibility system .
