Abstract


Labor relations is an extremely important market economy an area that is the most basic kind of industrialization era of social relations. Labor relations related to corporate, government, and other aspects of individual workers, and society's economic, political, cultural and other fields closely related. In the context of economic globalization, labor relations with the international community increasingly close ties. Labor market more developed, the more important issue of labor relations. In labor relations adjustment process, either from fairness and efficiency theory, human rights theory and stakeholder theory, the government should actively and reasonably to intervene on labor relations. Tripartite as effective a means of resolving labor conflicts, the government should fully play its role therein. Government should provide timely deal with labor relations systems and rules, same time, as \The legitimate interests. China's labor relations problems experienced from scratch, from the simple to the complex evolution. Although our country is moving in a positive labor relations and harmonious direction, but still the performance of the labor contract rate, long working hours, poor working conditions, wage arrears, lack of social security and other issues, to become one affecting social stability factor, is the process of economic development can not be avoided in a sensitive social issue. The planned economy era, the government in labor relations role is mainly reflected in arranging corporate labor and employment relations; determine labor standards, such as wages, working hours and so on. Economic system to promote the transition of China's labor market. Government's role in labor relations has undergone major changes, the government not only to nurture and develop the labor market, but also to develop appropriate laws and regulations to effectively coordinate labor conflicts. However, in the process of adjustment of labor relations, the government has given rise to the phenomenon of absence and offside. The international community's call for compliance with international labor standards and the Chinese building a harmonious society proposed that have made China a modest government intervention in labor relations becomes necessary. Governments in developed market economies tripartite coordination of labor relations play an important role, are responsible for law-makers, labor inspectorates who advocate collective bargaining, labor dispute mediation and mediators and other roles, although country-specific approach is not the same. Developed market economies, relatively harmonious and stable labor relations, standardized labor market depends on the government's macro-control. Therefore, the Chinese government will further establish and improve labor legislation and enforcement; mediation of labor disputes, improve the arbitration mechanism; promote the establishment of trade unions; promote collective bargaining and other aspects of the industry to play its role in the tripartite coordination, promote harmonious labor relations, the socio-economic sustainable development.
