Abstract


Facing internal and external environment for China's agricultural economy has undergone enormous changes, the basic contradiction of the agricultural economy has developed for small-scale production and the contradictions of the market economy. How to adapt to the requirements of the market economy, agricultural production systems and organizational innovation to find liberation rural productivity has become the most pressing issue. Around the farmers in the innovation process to establish the various farmers' specialized cooperative economic organizations, and greatly promote the development of rural productivity. Governments at all levels have attached great importance to the development of rural specialized cooperative economic organizations. Due to the development of a relatively short time, however, the government in the implementation of the policy process there are various problems. This paper Juancheng as an example, the use of public policy analysis of the system model to analyze the various factors affecting the implementation of policies and made recommendations for the rationalization. This paper is divided into four chapters, Introduction introduces the concepts and classifications of rural specialized cooperative economic organizations, the thesis put forward this theory and Juancheng development of rural specialized cooperative economic organizations. Chapter to Chapter system model through the implementation of public policy analysis of the the Juancheng development of rural specialized cooperative economic organizations policy implementation of the plight of the text from the policy, the policy implementation body, four aspects of policy target groups, social environment analysis of policy implementation dilemma. The first chapter of the text in the development of rural specialized cooperative economic organizations, pointed out that a fixed target-oriented policy text, the lack of training, financial, credit, supporting facilities, the absence of supervision of the implementation of policies and proposed measures to improve policies and text. The main body of the second chapter analyzes the implementation of the policy, there is a degree of integration between the implementing agencies to perform those cognitive differences, as well as interest-driven problem, we need to strengthen coordination and communication between the organizations, seamless management. The third chapter analyzes the policy target groups, due to the cognitive deficits of farmers, farmers see the uncooperative balanced as well as the crisis of confidence in the government, the lack of cooperative economic organizations of professionals led poor target group obedience, pointed to fundamentally improve farmers spontaneous ability to cooperate. The fourth chapter analyzes the external environment facing the development of rural specialized cooperative economic organizations, including political, economic and social and psychological environment constraints, proposed to optimize the policy implementation environment, and promote the development of rural specialized cooperative economic organizations.
