Abstract


The subprime crisis originated in 2007 in the United States and quickly transmitted to other countries , conduction by the financial sector to other sectors and the whole real economy . States to take a series of measures to deal with the financial crisis , including government procurement measures . By way of purchase of goods and / or services , countries are able to effectively use the government fiscal expenditure to achieve the purpose of expanding domestic demand . This paper consists of four chapters . The first chapter reviews the causes of the financial crisis and the response of Governments and its effect ; these responses bear with the government procurement measures , many of whom are protectionist government procurement measures \Second chapter regulating government procurement measures WTO government procurement system , its history and its basic principles ; analyzed the exceptions to the non-discrimination principle applies under the Agreement on Government Procurement . Chapter III pointed out that the WTO government procurement system has failed to effectively regulate government procurement measures , investigate the reason ; elaborated WTO government procurement system improved its limitations . The fourth chapter analyzes China 's response to the financial crisis government procurement measures ; defects of government procurement in China 's legal system as well as the related issues in negotiations to join the Government Procurement Agreement . The purpose of this article elaborate , and hope to be able to study the relevant rules of the WTO 's government procurement system , raised some questions and thinking , and the legality of the government procurement measures as a basis to explore . The same time , I hope to promote more research and concerns the practice of China's accession to the Government Procurement Agreement negotiations .
