Abstract


China is a unified multi-ethnic country. Reform and opening to the ethnic issue is increasingly becoming one of the major issues facing China's development. In the early days, the CPC Central Committee and the implementation of the national identification and ethnic regional autonomy system to Xinjiang brought decades of stability and development. However, with the reform and opening up, into the 1990s, the rapid economic development, people's living standards improved steadily when in Xinjiang, ethnic relations in Xinjiang has become increasingly tense, the daily number of ethnic conflicts. Xinjiang ethnic problem affecting obstacle to the harmonious development of the Chinese society can not be ignored. To further capitalize on the political and social reasons that caused ethnic tensions in Xinjiang region and ethnic conflict, the national policy of the central government, social development policies in Xinjiang based, attempted to demonstrate actual social effects of these policies after synthesis and analysis of the CPC Central Committee in Xinjiang the deep relationship between policy and national issues to the reflection of the ethnic problems in Xinjiang generate internal affairs policy. This paper is divided into six chapters. The first chapter describes the purpose of this study and the main research methods; classification of the existing research on the ethnic problems in Xinjiang and combing, pointed out that the current research exists gaps; then clear this basis and using the theory paradigm and research perspective. Departure from modern Xinjiang's political situation and the social effects of the Kuomintang Xinjiang policy for the second chapter, to clarify the reason before the founding of the Xinjiang ethnic issue, examine the the Xinjiang warlord and the National Government of the Xinjiang policy Xinjiang East Turkestan separatist regime in the relationship between the KMT although banned East Turkistan regime by virtue of diplomatic means, but not the complete elimination of the ethnic conflict and mitigate ethnic conflicts, and finally to the Turkic nationalism Minority masses rise. Chapter first expounded the traditional Chinese border policy in prominent contribution of the CCP national recognition policies and the regional ethnic autonomy system to improve and eliminate ethnic problems in Xinjiang: Xinjiang's social stability and development of the decades . Chapter pointed out that the Xinjiang ethnic conflict since the 1990s, formed a fallacy of composition series Xinjiang policy central to the implementation of the national policy of reform and opening up is intertwined, the intensification of ethnic minorities, especially between the Uighurs and the Han contradictions into the threat of social violence in Xinjiang. To this end, the author further analysis of central national policies and the implementation in Xinjiang's economic policy, education policy, specific social effects of minority preferential policies to the findings of the interviews and questionnaires as evidence, pointing out that social development in Xinjiang policy and national policy unexpected negative social effects resulting in the synthesis, as Xinjiang policy in the future to develop and implement a certain extent, the reflection. Finally, by outlining the minority policy of the Russian Federation to deal with the issue of Chechnya possible countermeasures to solve the ethnic problems in Xinjiang, China.
