Abstract


In modern society , civic participation has become an important indicator to measure the degree of social democracy and the level of government administration . Public decision-making as the main way for the government to provide services and the implementation of management , whether the process of citizen participation in the public decision-making is reasonable , legitimate and viable . Therefore , it is necessary to allow citizens to participate in public decision-making of the government . In recent years, with the development of China's socialist market economy and political democratization process , more and more citizens into the public domain , to participate in the policy to solve public problems presents the trend of rapid development of citizen participation . But at the same time , due to the conflict between the public and the government due to public dissatisfaction with certain policies emergencies have occurred . Through these events , you can see not only our citizens to participate in the improvement of the awareness and ability to participate , and also a reflection of citizen participation in public decision-making of our government exists some problem . As a logical starting point for citizen participation in local government in public decision-making in order to analyze the connotation first discusses a new public service theory point of view , that reference , the practice of citizen participation in public decision-making of local governments in China to lay the foundation for problem-solving .
