Abstract


Since the reform and opening up , the whole community is in a profound transformation of the tremendous achievements no doubt about that. However, from a traditional society accelerated transition to modern society raises a number of mass incidents . For group events, previous studies tend to ignore the important one of the main mass incidents - local government , the main object of this paper is the role of local government group events . Positioning of the role of local government in conducting research in this specific field of mass incidents reveal the basic scope of the study to analyze the role of government , local government and group events have a strong correlation , group events , the role of local government the core content is to maintain social stability and social order , in group events of any nature , at any stage in the evolution of mass incidents , as the core of the government of the social order must be timely, effective and comprehensive intervention to maintain social order . Four group events , the role of local government should also pay attention to the different functions in the stage of development of group events , specifically , including channels of expression of interest , face-to-face discussion , and third-party mediation , and caution \. But by the reality of the role of local government in the investigated group events , the role of local government anomie , lack of interest appeals mechanism , the government against the interests of the citizens , the lack of communication mechanism between the Government and the people , and the government intensify contradictions . Attributed mainly to mass incidents existence of errors as well as the government's social behavior improper . The deviation of the role of local government in the mass incidents related to the development trend of mass incidents , affecting the harmony of the society as a whole . Solve this problem should adhere to in order to maintain social stability for the idea , which is an inevitable requirement for building a socialist harmonious society and the premise . Therefore , the article concludes with a discussion group incidents role of local government in the view of a harmonious socialist society thinking .
