Abstract


At present, our country’s carbon dioxide emission is running second in the world. The amount of methane and nitrous oxide are also among the first ranks. Facing this more and more serious situation, Chinese government have made good efforts and carried out the policy of energy conservation and pollution reduction. It requires to slash energy consumption per unit of GDP by 20 percent and discharges of main atmospheric pollutants by10 percent during the Eleventh Five-Year.As a big consumer of energy, the power industry is facing a hard situation. The consumption of power-generating coal is about half of the country’s coal outputs. Water for thermal power is about 40 percent of industrial water. The amount of SO2 emissions is more than half of the national emissions. Smoke dust emissions and ash generated are 20 percent and 70 percent respectively. Power industry is a large consumer of energy and pollutant discharge. And it is in a prominent position.The policy implementation is the most important link. If we can achieve the goal is directly effected by the level of enforcement. This paper studied on how to implement the policy actually and how well the performance was. Then we can measure the gain and loss through the implementation, so as to improve it.The policy implementation performance is affected by policy perfection level, implementation process, environment of the policy, policy instruments that we were using and so on. Focusing on policy implementation performance and according to the research at home and abroad, we began from the situation of China’s energy conservation and pollution reduction in power, then analyzed the current problems and their reasons. We discussed the energy saving and emissions reduction policy instruments choices of power industry in the policy network point of view, and analyzed the main factors that affecting the policy implementation performance. On that basis, the evaluation model was established applying the data envelopment analysis method. At the end, according to the present circumstances of implementation, current problems and relative influence factors, some suggestions were put forward to improve the policy implementation performance of China’s energy conservation and pollution reduction in power. It is hoped that this can serve a useful function for China’s energy conservation and pollution reduction in power.
